About IOS
Barhale is one of three delivery partners within the Anglian Water Integrated Operational Solutions Alliance. IOS is a medium complexity, capital maintenance and enhancement, Civil and MEICA, design and build delivery unit working across Water and Water Recycling to support the successful implementation of the Anglian Water AMP 8 business plan.
Operations Manager
The Role
As the Operations Manager within IOS, you will be responsible for the management of the Direct Delivery teams spanning Civil, Mechanical and Electrical disciplines through the management of a resource manager. You will be responsible for the operational yard and stores through the management of the yard manager.
The Operations Manager role will be responsible as a senior manager to oversee the management and supervision of all construction activities within IOS. Ensuring compliance with health and safety regulations, quality control, and driving cost and productivity targets. You will also manage the material management on site and assist with the preparation of construction schedules as well as progress monitoring and reporting.
The Operations Manager will work closely with the Resource Manager in growing and developing their teams to deliver the on-site work.
In addition, you will support and collaborate with the wider project team in the management of contracts within IOS.
Key Responsibilities
Operate and promote safe working
- Implement company requirements and legal regulations paying specific attention to HSE legislation and quality control.
- Carry out and record weekly site inspections.
- Ensure all works are carried out in line with approved method statements, conduct and amend risk assessments and deliver toolbox talks/briefings.
- Ensure site personnel have job-relevant training and, where needed, liaise with the Resource Manager and Training Coordinator to arrange any required training.
- Information relating to relevant training requirements is to be entered on-site personnel training register.
Ensure the completion of work on time and within budget
- Proactively drive the progress of the works, challenging methods to maximise progress and minimise costs
- Assist the Site Managers to schedule, coordinate and supervise the daily activities of gangs/site operatives.
- Ensure that the gangs/site operatives complete all required documentation in line with customer/company procedures.
- Ensure sites track and document daily work production.
- Assist the Site Managers to organise and monitor the work of subcontractors on-site.
Equipment and materials management
- Be proactive in challenging plant/equipment selection and utilisation to drive down costs.
- Assist the Site Managers in ordering and managing hired/internal equipment daily.
- Assist the Site Managers in coordinating the delivery and collection of materials as required.
General IOS Responsibilities
- Liaise with customers/suppliers/third parties as necessary.
- Assist with promoting best practice.
- Assist with promoting the company to customers.
- Manage the yard and stores function, accountable for the people, plant and materials.
- Manage vehicles associated with site construction activity – vans & all commercial vehicles – returns, damage, utilisation and fitness for purpose.
- Responsible for team planning and deploying direct resources, reflecting demand, potential lead times and best-for-task principles – utilising common tracking tools consistent across IOS. Work with peers to share resources as necessary.
- Work with Construction Manager to understand the longer term labour (short & long) needs, and skill deficiencies.
- Manage PPE, tools and training requirements for DLO – (day-to-day issuing of PPE and tools is to be dealt with by Site Supervisors).
- Manage Lone working processes.
- Sign off operative weekly timesheets.
- Manage DLO holiday rosters and management of non-project time.
- Recruit resources to meet demand and skill set needs advised by CM.
- Resource profiling and smoothing to optimise DLO deployment.
- Is a point for consistency across the Direct Labour workforce – drives consistency across pay, timekeeping, progression, PDR’s & HR issues.
- Carry out investigations into HR & disciplinary issues – be the main person to resolve HR issues amongst the Direct Labour workforce.
- Site Supervisors and Site Managers manage day to day activates of workforce at a site level, who does what when, timekeeping etc. - Operations Manager provides overarching line management and support to whole workforce.
- The Operations Manager sets the tone and direction for the Direct Labour workforce and conducts weekly/monthly briefings.
- Carries out regular site visits and audits.
- Attends monthly HSEQ meetings and advises on good work and areas of concern to the Construction Manager.
- Weekly feedback to the Construction Manager on DLO profile, non – non-productive time, training and issues.

Essential:
- Experience working within the Construction industry.
- Experience in delivering projects across MEICA and Civil disciplines in the Water Utility Environment.
- Proven track record with delivery of large-sized schemes or supervisory experience of working on multiple schemes at any one time.
- Good IT skills in all basic MS Office/Office 365 applications.

- Practical hands-on approach.
