We’re the @one Alliance – a ground-breaking collaboration between Anglian Water and seven industry-leading partners: Balfour Beatty, Barhale, Binnies, MMB, MWH Treatment, Skanska and SWECO. Together, we deliver over half of Anglian Water’s capital investment programme.  

As we prepare for AMP8, our most ambitious period yet, we’ll be delivering an even broader range of innovative and environmentally-driven infrastructure projects – from urban drainage to nature-based solutions like constructed wetlands. 

Now, we’re looking for an exceptional Programme Manager to lead the successful delivery of multiple large-scale projects, including industry-first Recycled Water schemes exceeding £100 million.

What will you be doing as our new Programme Manager?

As a Programme Manager, you’ll lead a diverse portfolio of projects that cut across engineering, process, systems, and people. You’ll drive performance, efficiency, and value, ensuring projects are delivered on time, within budget, and to the highest quality.

Key areas of focus:

  • Strategic programme planning, benefit realisation, and value optimisation
  • Leadership of high-performing teams and project managers
  • Stakeholder engagement across partners, suppliers, regulators, and internal teams
  • Championing sustainability, digital transformation, and innovation
  • Delivering measurable improvements in environmental outcomes, resilience, and customer value

This is a role with genuine scale and purpose. You'll be enabling a sustainable future for millions of people while tackling climate change head-on.

Key Responsibilities:

  • Overseeing complex, high-value projects from business case through to delivery and benefit tracking
  • Managing risks, interdependencies, resources and budgets across the full programme lifecycle
  • Leading cross-functional teams, including direct line management of Project Managers
  • Driving programme governance and performance reporting
  • Creating a culture of continuous improvement, safety, and collaboration
  • Building relationships across Anglian Water, the @one Alliance, 3rd parties, and regulators
  • Identifying new opportunities and shaping the future roadmap of workstreams

 About you:

  • Degree-qualified background in engineering, construction, or quantity surveying
  • Proven track record in programme management within large infrastructure environments
  • Strong commercial awareness, leadership experience, and stakeholder influencing skills
  • Passion for driving sustainable, measurable change
  • Experience leading multi-disciplinary teams across multiple workstreams
  • Ability to develop compelling business cases and track the delivery of benefits

Desirable:

  • Experience with recycled water or water-sector assets
  • Change leadership experience across digital, people or systems programmes
  • Familiarity with regulated utilities and capital investment cycles
