Who are we?

Here within the @one Alliance, we are a collaborative organisation made up of our eight partner companies (Anglian Water, Balfour Beatty, Barhale, Binnies, MMB, MWH Treatment, Skanska and SWECO) and our extended supply chain, delivering over half of Anglian Water’s capital investment programme. 

We are gearing up for our most exciting and challenging Asset Management Period yet, known as AMP8, this will see us deliver a programme of work larger than we’ve ever delivered before. We’ll be embarking on a new kind of project delivery, which focuses on catchment outcomes, rather than outputs, as well as focusing on nature-based solutions like wetlands and sustainable urban drainage.

To help us create value-driven project solutions, we seek a dynamic and experienced Proposals Manager to join our team. The successful candidate will play a pivotal role in managing the Proposals Stage process, ensuring the development and selection of solutions that align with Anglian Water's and @one alliance's business objectives.

What will you be doing as our new Head of Proposals?

Being part of the @one Alliance – one of the most successful, award-winning, and progressive water sector capital delivery organisations, you will provide leadership to the Alliance and Anglian Water for developing value-driven solutions that achieve our capital investment programme outcomes and business objectives.   You will develop new ways of working that focus on delivery outcomes, rather than outputs, to reduce carbon, protect and increase natural capital, address climate change, and embrace innovations and new digital technologies.

You will deliver a diverse programme of water recycling (sewage treatment), infrastructure (pipelines) and water (treatment and storage) projects.

What you will be doing as our new Head of Proposals?

Key responsibilities:

 Collaboration & Stakeholder Management:

  • Develop strong collaborative relationships and trust between Anglian Water’s Asset Delivery Planning (ADP) and @one alliance delivery teams.
  • Manage the key Anglian Water and external stakeholders during the proposals stage.
  • Be a point of escalation, mediation, and resolution for both Anglian Water and the @one alliance during the proposals stage.

Proposals Stage Management:

  • Lead the Proposals Stage on behalf of the @one alliance and be accountable for the performance.  
  • Own the Proposals Stage process in conjunction with Anglian Water ADP monitor individual programme performance and lead continuous improvement.
  • Understand both Anglian Water’s and the @one alliance’s business objectives and ensure that they are used for developing and selecting solutions.  
  • Support the development of the @one alliance’s overall AMP8 delivery programme to achieve sustainable release of projects.  
  • Produce a Proposals Stage monthly performance report.
  • Ensure that the Proposals Stage, including the Risk Opportunity and Value (ROV) process, is driven by robust data, analytics, and objectiveness.  
  • Chair the @one alliance preferred solution review meeting, to assess the certainty of project proposals achieving efficient delivery.

Solutions Development:

  • Lead a culture of value and challenge for developing solutions that achieve the business objectives and risk appetite, including differentiating between capital enhancement, legacy/maintenance, and performance improvement requirements.
  • Facilitate rigorous root cause analysis, investigations, and data analysis to develop and select solutions.
  • Engage the @one delivery team discipline experts, so that they take responsibility for their project solutions.
  • Drive the Risk, Opportunity & Value process to produce value-driven outcomes that achieve the business objectives, including considering TOTEX, Benefits, and Six Capitals.
  • Ensure that the selected proposals are sufficiently developed, and risks managed to provide certainty and achieve a right-first-time delivery approach for the @one delivery teams.

Health & Safety:

  • Drive excellence in Health and Safety in solution development.
  • Ensure risk assessments are completed to eliminate hazards and reduce risks.

People & Team Development:

  • Provide clear, consistent, and visible leadership to the Proposals Team.
  • Develop the resource strategy for the Proposals Team.
  • Provide mentoring and pastoral care to Proposals Team members.

Transformation:

  • Lead a culture that inspires your team to experiment, innovate, and continuously improve performance.
  • Identify ways to reduce carbon and increase natural capital within solutions.
  • Develop relationships with the wider water sector to enhance both your and the @one alliance’s performance and reputation.

A little bit about your skills, experience, and behaviours.

To be successful in this position you will hold a degree ideally in an engineering discipline and preferably have experience in water-sector assets and delivering capital projects. Experience in a Design and Build environment is an advantage.  You be able to demonstrate compliance with business ethics, foster collaboration and support the development of skills around you.  You are comfortable leading a culture of outperforming affordability and continuous improvement to deliver efficiencies.

You are a natural leader, providing line management for the team, and can confidently manage activities to achieve efficient outputs to ensure quality procedures are followed, mitigating risk where necessary.  You’ll enjoy the challenge of contributing to commercial performance identifying improvements and working within a collaborative environment.
